Machakos Governor Clarifies Supplier Payments, Distances County from Sammy Kioko Claims

Governor Wavinya Ndeti has issued a detailed statement addressing recent claims by Mr. Sammy Kioko regarding alleged unpaid supplies to the County Government of Machakos, while also providing an update on the status of pending supplier payments.

In her statement, Governor Ndeti confirmed that Mr. Kioko is not a registered supplier of the County Government. The uniforms in question were supplied by Movata Designs. The county emphasized that any individual claiming to represent a supplier must present proper legal authorization, such as a Power of Attorney, formal company appointment, or qualified legal representation.

The governor further clarified that the payment related to the uniforms falls under pending bills, resulting from partial deliveries made at the close of the 2023/2024 financial year. These deliveries could not be inspected and approved at the time, in accordance with Public Finance Management procedures.

Governor Ndeti highlighted that her administration has implemented a Pending Bills Verification Committee, following recommendations from the Office of the Auditor-General and the Office of the Controller of Budget. The committee reviewed inherited pending bills totaling KES 3,812,256,795 and found:

  • KES 2,126,781,000 as eligible (payable) claims
  • KES 1,685,475,795 as ineligible claims, including unverified legal fees and incomplete documentation

Of the eligible historical pending bills, KES 642,345,765 has already been settled, with the balance of KES 1,484,435,235 scheduled for systematic clearance through supplementary budgets for FY 2025/2026 and subsequent financial years.

The governor also outlined progress in the current financial year (FY 2025/2026), noting that KES 1,395,643,990 in pending bills has been cleared over the last seven months. Pending bills for the current period totaling KES 1,967,674,645 are being processed through the budget in phases, ensuring full settlement over time.

Governor Ndeti assured suppliers and the public that the county remains committed to settling all verified and legitimate claims, following legal, audit, and financial frameworks, including the First-In, First-Out (FIFO) principle. She added that delays in payments are also influenced by delayed disbursements from the National Treasury, affecting all counties, not just Machakos.

Regarding recent events in Machakos Town, Governor Ndeti expressed concern over incidents on 31st March 2026 and urged restraint, emphasizing that the county does not condone violence and encourages lawful engagement through proper channels.

“Government is a perpetual institution, and all verified obligations will be honored in due course,” Governor Ndeti stated. She appealed to suppliers to engage with the county transparently and cooperatively, assuring that no legitimate claim will go unpaid.

The statement reflects Machakos County’s commitment to transparency, fiscal discipline, and equitable treatment of suppliers while clarifying the county’s position on recent disputes.
